Promotes the assembled Calendar preview package for release by adding the Calendar dependency to the public docsite and the package release change file.
Stack
Depends on #36749. #36752 adds the corresponding headless Calendar wrappers.

Includes the release change file for the complete Calendar implementation stack.

Replaces closed #36695 after the implementation was split into focused review layers.
