Workflow files under .github/workflows/ are currently owned only by @googlemaps/googlemaps-admin. Since main requires code owner review, every Dependabot GitHub Actions bump (e.g. the github-actions-minor-and-patch group) stays blocked until an admin approves, even when all checks are green and a maintainer has already approved.

This adds @kikoso as a co-owner of .github/workflows/ so routine Actions bumps can be reviewed and merged without waiting on an admin. Admins remain owners of everything under .github/, and the rest of .github/ (including CODEOWNERS and dependabot.yml) stays admin-only.
