Drop the explicit NOT NULL when A was the last requiring parent.

When parent A requires x NOT NULL and remaining parent B supplies x but permits NULL, the prerequisite query selects the existing nullable child column and update.sql emits ALTER COLUMN x SET NOT NULL before INHERIT A.

When A is removed, the dialog removes the column row associated with A. _get_still_inherited_columns still contains x from B, so _check_for_column_delete correctly avoids dropping the column.
