Summary

Native SDK bump for 3.8.0, the last 3.x release before the SPM-only 4.0.0 (#119). CocoaPods and SPM both stay supported.

• Local-only note: Xcode 27 rejects the example's iOS 10.0 target, so the local SPM build was done with the target raised in a scratch copy. Nothing is committed for that.

Door: two-way. Revert the commit to go back to the previous pins.
Blast Radius:

• iOS (both CocoaPods and SPM) and Android pick up the new native SDKs. Holdouts configured to exclude Targeted Delivery now behave correctly on both platforms.
• No minimum-version changes.
• [FSSDK-13263] chore!: remove CocoaPods support, require iOS 15 and Flutter 3.44 #119 will need a rebase after this merges: it deletes the podspec and rewrites Package.swift.
• Release (version files + CHANGELOG) follows in a separate prepare-3.8.0 PR.
