Proposes a new SubResourcesReady condition for ORC resources that manage sub-resources (SecurityGroup→Rules, Router→Interfaces, LoadBalancer→Pools, etc.). This condition provides: - Clear visibility into sub-resource status - Detailed error reporting when sub-resources fail - Consistent pattern across all controllers with sub-resources - Foundation for future policy-based dependency management Phase 1 (this proposal): Add condition for visibility (purely additive) Phase 2 (future): Add policies to act on the condition Related: k-orc#651 Co-Authored-By: Claude Opus 4.5 <noreply@anthropic.com>
