Phase 0 follow-up: standards reusable callers re-pointed after the repository transfer (hermeneia) - #80
Follow-up to the merged Phase 0 pass (#76). One commit: the six workflows that call a hyperpolymath/standards reusable (secret-scanner, governance, hypatia-scan, mirror, rust-ci, scorecard) are re-pointed at metadatastician/standards, the repository's new home. Nothing but the six uses: lines changes. The Phase 0 status surfaces themselves were confirmed on main with zero drift from the PR head and need nothing further.
Changes
ci: point the standards reusable-workflow callers at metadatastician/standards@857ff09 — GitHub Actions does not follow repository redirects for jobs.<id>.uses, so since 2026-10-26 every run of these six workflows has failed before any job was created ("error parsing called workflow … workflow was not found"); the ruleset's only required check, scan / gitleaks, is a job of the called secret-scanner workflow, so no PR here could satisfy it, and rust-ci (the cargo test workflow) has not run on main for any Phase 0 commit. The uses: lines now name metadatastician/standards/.github/workflows/<same file>@857ff096af11451841fb10488fed1438523973a1, the commit trope-checker main uses (its scanner has been green since 2026-10-31). All inputs and secrets those reusables declare at that commit are optional, so the callers' with/secrets blocks are untouched.
What this PR does not fix (named, not hidden)
Actions allowlist (owner-only, repository settings): the policy "Allow select actions and reusable workflows" must also admit metadatastician/standards/.github/workflows/*@*; until it does, the re-pointed runs end in a startup failure naming that policy, as vocarium's re-pointed scanner does today. The re-point is necessary either way.
Lockfile desync (#79): nearly every other workflow on main also starts-fails with zero jobs because .github/workflows/actions.lock lists tag-form uses: strings while the workflows pin commit SHAs. That needs gh actions-lock with an authenticated gh, which this session does not have; hand-editing the generated lock was judged worse than the red. The e2e slice and cargo test were run here instead (see Testing).
Run here on maind795c3f (the branch adds only workflow lines), rustc 1.97.0, with tropecheck-rs built by cargo build --release at trope-checker 4ecba4f (which passes trope-checker's own conformance suite at that revision):
The six re-pointed workflows themselves are NOT RUN here; the runs on this PR are the test, and the scan / gitleaks job appearing is the discriminating signal once the allowlist admits the new owner.
…standards@857ff09 (the repository was transferred)
What was wrong: every workflow here that calls a hyperpolymath/standards
reusable (.github/workflows/governance.yml .github/workflows/hypatia-scan.yml .github/workflows/mirror.yml .github/workflows/rust-ci.yml .github/workflows/scorecard.yml .github/workflows/secret-scanner.yml ) has failed before any job was created since
2026-10-26: `hyperpolymath/standards` was transferred to
`metadatastician/standards` and GitHub Actions does not follow repository
redirects for `jobs.<id>.uses` (run annotation: "error parsing called
workflow ... workflow was not found"). Because the ruleset's only required
status check, `scan / gitleaks`, is a job of the called secret-scanner
workflow, no pull request in this repository could satisfy it. The owner has
already made the same move in trope-checker (#107, #110), where the scanner
has been green on main since 2026-10-31, and in vocarium's own
secret-scanner.yml (#48).
What changed: only the `uses:` lines — each caller now names
metadatastician/standards/.github/workflows/<same file>@857ff096af11451841fb10488fed1438523973a1,
the commit trope-checker main uses. Every input and secret those reusables
declare at that commit is optional, so the callers' with/secrets blocks are
left as they were. Nothing else in the files changes.
What this does NOT fix (owner-only, repository settings): the Actions policy
"Allow select actions and reusable workflows" must also permit
`metadatastician/standards/.github/workflows/*@*`; until it does, these
runs end in a startup failure that names that policy (as vocarium's
re-pointed scanner does today). The re-point is necessary either way.
What I ran: actionlint -shellcheck= -pyflakes= over the changed files -> clean.
What I did not run: the workflows themselves; the runs on this branch are the
test, and the `scan / gitleaks` job appearing is the discriminating signal.

These six jobs now use reusable workflows from metadatastician/standards at commit 857ff096af11451841fb10488fed1438523973a1, replacing references to hyperpolymath/standards.
The scorecard workflow will likely fail to start until actions: read is added to its job permissions. The mirror and secret-scanner workflows forward more secrets than they need. The owner-only Actions allowlist change noted in the PR description also has to be in place for the re-pointed workflows to run.

Full details: Title check
Explanation
The title names the main change: six standards reusable-workflow callers are re-pointed from hyperpolymath/standards to metadatastician/standards after the repository transfer. It is specific and matches the six uses: line changes in the raw summary. It is somewhat long (98 characters) and uses the internal label 'Phase 0 follow-up', but the primary change is clear.
Full details: Description check
Explanation
The description follows the repository template. It has Summary, Changes, the RSR Quality Checklist, Testing, and Screenshots sections, and it explains the reason for the change, the commit pin, and the verification steps. The checklist items are marked and justified. The Testing section explicitly states that the six re-pointed workflows were not run locally, and it names the owner-only follow-ups (allowlist, actions.lock regeneration, A2ML retirement). Minor gaps: the Summary does not use the 'Closes #N' form, and the template's SPDX and 'Documentation' items are addressed only briefly.
Full details: Docstring Coverage
Explanation
No eligible functions found in the changed files. Skipping docstring coverage check. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 0 functions across 0 files. (6 skipped: 6 unsupported.)

The reviewed change does not introduce a code defect. The pinned reference is well-formed and matches the stated intent in the PR.
The concern is a pre-merge check of an external GitHub Actions policy. The PR already documents that prerequisite as an owner-only settings change. The checkout contains no repository-owned evidence that the policy currently blocks the new owner. The comment therefore raises an unverified deployment risk, not a defect in the diff.
secret-scanner.yml drops `secrets: inherit` (the reusable at 857ff09
declares no workflow_call.secrets, references no secrets.* context, and
says the caller passes no secrets line); mirror.yml maps the ten named
optional secrets mirror-reusable.yml declares instead of inheriting
everything; scorecard.yml's job-level permissions gain `actions: read`,
which the called scorecard job requests for the Packaging check and
which a job-level block, replacing the workflow-level one, had dropped.
All three now match trope-checker's callers on main at the same pin,
where the scanner has been green since 2026-10-31.
Evidence: CodeRabbit review on #80 (zizmor secrets-inherit on the two
lines; the scorecard permission read from the reusable); SonarCloud's
"C Security Rating on New Code" cleared on workbench #78 at fe3f743 after
the identical change and is the failing condition here. actionlint
-shellcheck= -pyflakes= on the three files: clean.
