ci: restore Rust workflow admission after the standards upgrade - #82
The Rust reusable failed before creating jobs because GitHub matched its lowercase swatinem/rust-cache coordinate against a case-sensitive action allowlist. Restore the original case-distinct entries and admit the exact already-pinned cache action SHA; SHA pinning and required checks remain enabled. Update the wrapper's canonical-owner comment and trigger fresh PR/main validation.
This follow-up is held until Rust CI creates and passes real jobs, as well as the other workflows. The merge audit now rejects startup failures separately from check-run results.
Updated internal continuous-integration workflow metadata to reflect its current shared-workflow reference. This maintenance change does not add or remove product capabilities, change application behavior, or affect anything users see. No action is needed; there are no user-facing changes in this update.
The Rust CI workflow comment now identifies metadatastician/standards as the shared-workflow source instead of hyperpolymath/standards.
The tracked change does not alter CI execution. Merge after normal checks pass.
