Scope

Migrate only the existing Secret Scanner caller to published cicd-suite commit 4404c3c0474e17753fe7689f3485c02890aac113. Keep all three required contexts, existing triggers, full-history scanning (fast-pr: false), contents-read permissions and no inherited secrets. Preserve the standards lock record for the other callers. The new suite record includes checkout at the immutable SHA used in the pinned reusable; identity was checked with the GitHub repository API.

Evidence and hold

The first consumer canary unified-dataset-vocab PR #81 merged as 4921ac0d161d5619c3186b2e916ed3f6e2c8c89f; its PR run 41198606402 and main run 41199623322 passed real controls, full scanning and all three SHA-bound contexts. This PR must independently demonstrate actual jobs, setup, detector controls and scanner contexts at its own head, and must not merge on corpus-only evidence.

Lock regeneration and deeper closure safeguards are the separate fleet PR #631, still open. Coordinate its reviewed receipts/closure audit with this change before merge; neither gh actions-lock --verify-local nor a green dangling-edge check proves source-derived closure. Here the existing-lock comparison fixtures pass; authoritative CLI regeneration/provenance checks and the local gawk gate were not run because their binaries are unavailable in the sandbox. Review the observed GitHub runner behaviour and CI evidence; stop on zero-job runs, missing contexts or incomplete closure. Do not bypass policy.

Rollback: revert this PR, restoring caller and lock together, and verify actual jobs and all required checks; the previous scanner had zero-job startup failures, so rollback alone does not prove recovery.

Walkthrough

This PR adds workflow lock-map and lock-regeneration audits with tests, runs them in the E2E workflow, and records an investigation report. It also switches the secret-scanner workflow to a pinned cicd-suite reusable workflow with contents: read permissions.

Changes: Workflow lock audits

Layer / File(s) Summary
Audit tools and regression tests
scripts/audit-workflow-lock-map.py, scripts/audit-lock-regeneration.py, tests/workflow-lock-map-test.py, tests/lock-regeneration-test.py
The workflow-map audit checks workflow and dependency records. The regeneration audit checks proposed locks against reviewed dependency closures. Tests cover mapping, dependency, reference, and YAML validation cases.
E2E execution and findings report
.github/workflows/e2e.yml, audits/workflow-lock-map-2026-10-31/REPORT.md
The E2E workflow runs both test scripts and the lock-map audit. The report records coverage observations, test limits, checks not performed, and that no lock was changed.

Secret scanner workflow migration

Layer / File(s) Summary
Update scanner caller and permissions
.github/workflows/secret-scanner.yml
The workflow calls the pinned cicd-suite scanner with fast-pr: false. It retains its triggers, limits permissions to contents: read, and passes no secrets.

Merge Risk: Low · up to 5ccf1

The scanner migration looks sound. The new lock audits have test gaps that could let regressions pass unnoticed, and one function is flagged as overly complex. These are worth tightening, but they do not block merge.

Fleet PR-head scanner evidence: run https://github.com/hyperpolymath/gitbot-fleet/actions/runs/41227361766 at f8d1122 completed successfully. Real jobs were created; setup, complete-ancestry checkout, pinned suite checkout/install, real detector controls and subject scan succeeded. All three required scanner contexts passed, including subject-bound supplemental receipt verification. The independent Lock Sync Gate run https://github.com/hyperpolymath/gitbot-fleet/actions/runs/41227361223 also passed, but cannot by itself prove complete closure.\n\nHold: #631 remains open for reviewed closure/regeneration safeguards; authoritative gh-actions-lock regeneration/provenance verification was unavailable locally. Other PR checks are still running and idris-dependents has failed. No post-merge run exists; do not bypass rules or interpret this PR scan as a main deployment.

Added a focused workflow lock-map investigation and regression tests in separate commit 5ccf18a (no additional lock edits). All 26 workflow files in fleet are mapped; the three empty entries are intentional no-uses workflows, not evidence of unmapped exemptions. Remote/reusable and composite source closure remains a separate question, not certified by map counts. See audits/workflow-lock-map-2026-10-31/REPORT.md for scoped source checks and limitations. This touches E2E alongside the independent closure proposal in #631, so reconcile the two before merge. Previous scanner run 41227361766 was at the prior head; new-head checks are required.

22-22: Trivial · Functional Correctness · Quick win

Assert the expected failure reason, not only a non-zero exit code.

Each negative case passes on any non-zero exit. For example, a validation error in load() would make the "dropped closure" cases pass without reaching the dropped-edge check in audit(). Pass an expected stderr substring to check(). Use dropped reviewed edges, tag ref differs, SHA key and commit differ, invalid commit, invalid ref, and missing dependency.

`dropped reviewed edges`, `tag ref differs`, `SHA key and commit differ`,

33-33: Trivial · Functional Correctness · Quick win

Add a negative-control test for duplicate YAML keys.

scripts/audit-lock-regeneration.py has its own UniqueLoader. No test in this file exercises it. If the loader regresses to last-key-wins, a proposed lock could silently drop a workflow or dependency record. The audit would then pass on the surviving key. yaml.safe_dump cannot produce duplicate keys, so the test must write raw text.

Proposed test
     doc = copy.deepcopy(base); doc['dependencies']['org/composite@' + b]['commit'] = 'sha1-' + c; check('SHA mismatch', doc, False)
+    new.write_text('workflows: {}\nworkflows: {}\ndependencies: {}\n')
+    result = subprocess.run([sys.executable, script, old, new], capture_output=True, text=True)
+    assert result.returncode != 0 and 'duplicate YAML key' in result.stderr, (result.stdout, result.stderr)
+    print('ok: duplicate YAML key')

Based on learnings: "guard against duplicate mapping keys ... add a negative-control test asserting duplicate keys are rejected rather than silently merged."

Review comment at @tests/lock-regeneration-test.py at line 33:
Extend the lock-regeneration test around `check` with a negative control that
writes raw YAML containing duplicate mapping keys, runs the audit script, and
asserts it rejects the input with a duplicate-key diagnostic; do not use
`yaml.safe_dump` to create this fixture.

Split inspect() into smaller helpers.

The SonarCloud check fails on this function. It reports a Cognitive Complexity of 95 against an allowed 15. The function validates the lock, validates dependency records, parses each workflow, and compares edges in one body. Extract these steps:

  • _check_dependencies(deps) returns depkeys and findings.
  • _collect_uses(name, doc, root, wfdir) returns refs, local_calls, unsupported, findings, and notes.
  • _compare_mapping(name, mapped, refs, depkeys) returns findings and notes.

Each step then gets its own test. This is a refactor only. Keep the finding and note strings unchanged, because tests/workflow-lock-map-test.py asserts on them.

Split inspect into _check_dependencies, _collect_uses, and _compare_mapping to
separate dependency validation, workflow-use collection, and mapping comparison;
have each return the specified values and findings or notes, and keep all
existing finding and note strings unchanged. Add a test for each helper while
preserving inspect’s overall behavior.
