Two things, in one branch: the lock-closure audit (mergeable now) and a prepared, not applied migration of the secret-scan caller (blocked on a live canary). Full write-up in audits/lock-closure-2026-10-31/REPORT.md; PR texts, including the blocked third PR, in docs/migrations/secret-scanner-cicd-suite/PR.md.
Findings (measured)
The scan floor is not executing. Every Secret Scanner run since 2026-10-27 has zero jobs — run 40933665219 on the push to main at 83e35bc: conclusion=failure, jobs=[]. Same signature on governance, hypatia-scan, scorecard and mirror. The same pin produced three jobs on 2026-10-25 (run 40175794668), and the caller YAML has not changed since 2026-10-20, so this is not a YAML regression here. A zero-job run creates no check run: the required contexts scan / gitleaks, scan / rust-secrets, scan / shell-secrets are absent, which the ruleset reads as silence, not failure. Lock Sync Gate is green at the same commit.
Closure can be lost with every existing check green.gh actions-lock v0.2.0 writes no job-level uses: (its record for a caller is a leaf), and a shortened nested list dangles nothing. check-lock-sync.sh clauses 1–4 stay green through both.
The current closure is complete today: 11/11 external refs for standards@75bd5994… and 1/1 for upload-pages-artifact@v5.0.0/fc324d35…. The receipts encode what was reviewed; they do not assume it.
Three REVIEW findings, baselined rather than silently rewritten: dtolnay/rust-toolchain@v1 exists twice with different commits, and two step-level pins float on @main while the lock freezes a diverged snapshot.
Not run (each with a reproduction in the report)
a real gh actions-lock regeneration diff (the extension's release asset is unreachable from this sandbox);
check-lock-sync.sh locally (no gawk/yq/Ruby here — it fails closed; CI runs it green);
the live unified-dataset-vocab canary;
the root cause of the zero-job runs (the run API carries no reason; annotations 404).
The prepared migration
docs/migrations/secret-scanner-cicd-suite/ moves the caller to hyperpolymath/cicd-suite@4404c3c0…, which runs real Gitleaks/Rust/shell detectors and publishes SHA-bound receipts. It is not applied, Secret Scanner is byte-identical to main, and preflight.sh currently exits 2 (NOT RUN) — findings 0, blocked only on the canary receipt. No context is renamed or disabled, no secret is forwarded (secrets: inherit is rejected), fast-pr stays false, and permissions drop to contents: read. rollback.sh reverses the three patches and re-audits; verified apply → audit 0 → rollback 0 → files byte-identical.
The audit and its contracts run inside E2E Tests; the migration step asserts preflight never acquires a finding (exit 0 or 2 only). A baseline row can never suppress a FATAL finding, and an unmatched baseline row is NOT-RUN rather than silence — both asserted.
Rollback
git revert this commit. Nothing runtime depends on it: the audit is additive, no uses: is added, and actions.lock is untouched. The migration's own rollback is rollback.sh --apply or git revert of the later migration commit.
Not in this PR
Applying the migration, any ruleset edit, any fleet propagation, and any change to actions.lock. Coordination asks for standards (two diverging check-lock-sync.sh authorities, repair-order publication, --verify-local blindness, the rust-toolchain@v1 snapshot) and cicd-suite (its own lock keys 4 of 14 workflow files and has no SHA-keyed checkout record) are recorded in the report.
Summary by CodeRabbit
Chores
CI now checks workflow dependency lock closure and runs a secret-scanner migration preflight. Unexpected preflight results fail the build; a missing live canary is reported as not run.
Documentation
Added audit findings and a staged migration plan, including canary requirements and rollback steps. The migration is prepared but has not been applied.
Tests
Added regression coverage for lock-closure audits, including incomplete dependency records and missing evidence.
…y) scanner migration
The lock gate proves that every ref named in actions.lock is locked and
resolvable. Three shapes a regeneration produces are invisible to it, and all
three read as green:
* a dropped job-level reusable edge -- `gh actions-lock` v0.2.0 writes no
job-level `uses:`, and clause 1 treats an absent job-level ref as harmless
(upstream #129);
* a shortened nested `uses:` list for a composite or remote reusable -- no
ref dangles, so nothing fails;
* a hand-added leaf record, which makes the gate green while representing
nothing the callee uses.
scripts/audit-lock-closure.sh compares each record's nested edges against the
reviewed closure union in scripts/lib/lock-closure-receipts.tsv, at the
recorded immutable commit. It separates FATAL (exit 1), baselinable REVIEW,
NOT-RUN (exit 2, never a pass) and ACCEPTED, and it fails closed on an
unparseable `uses:` instead of skipping it. `--online` re-resolves refs;
`--emit-receipt` produces reviewed rows.
scripts/tests/lock-closure-test.sh covers 41 assertions of dropped edges,
malformed refs, baseline scope/staleness and the real repository.
Also measured, and recorded in audits/lock-closure-2026-10-31/:
every Secret Scanner run since 2026-10-27 has ZERO jobs (run 40933665219), so
`scan / gitleaks`, `scan / rust-secrets` and `scan / shell-secrets` are absent
rather than failed -- and Lock Sync Gate is green at the same commit. The same
pin produced three jobs on 2026-10-25 and the caller YAML has not changed since
2026-10-20, so this is not a YAML regression here.
docs/migrations/secret-scanner-cicd-suite/ prepares -- deliberately does not
apply -- the move to hyperpolymath/cicd-suite@4404c3c0, which runs real
detectors and publishes SHA-bound receipts. Contexts, triggers, permissions
(reduced to contents: read), absence of secrets and `fast-pr: false` are
enforced by preflight.sh, which currently exits 2 (NOT RUN) because the
unified-dataset-vocab live canary does not exist. Deployment does not expand
until it does. rollback.sh reverses the three patches and re-audits; verified
apply -> audit 0 -> rollback 0 -> files byte-identical to main.
Verification: audit 0 (fatal=0 review=0 accepted=3 not-run=0), audit --online 0,
41/41 contract tests, tests/e2e.sh 0, preflight exit 2 with findings=0.
Not run here: a real gh actions-lock regeneration (extension asset unreachable),
check-lock-sync.sh locally (no gawk/yq/Ruby; CI green), the live canary, and the
root cause of the zero-job runs (the run API carries no reason).

The lock-closure audit can emit misleading JSON, can give false failures on mixed-case or shared local-composite refs, and can report success for an incomplete receipt. The migration preflight does not confirm that the canary run really produced jobs. Fix the audit script defects and the preflight gate before relying on this tooling; the migration itself is not yet applied.

Secret Scanner run 41199708273 on the PR head: failure, 0 jobs, and no
scan / ... context appears in gh pr checks -- while Lock Sync Gate and E2E
Tests passed normally on the same commit. That is the defect this audit
describes, reproduced on the change that describes it.
Co-authored-by: arena-agent <297053741+arena-agent@users.noreply.github.com>
Live confirmation, added after the audit was written: this PR's own head 364b2672 reproduces the defect. Run 41199708273 (Secret Scanner, pull_request) is failure with 0 jobs, and gh pr checks 631 lists noscan / … context at all — while Lock Sync Gate and E2E Tests passed on the same commit. A zero-job run produces no check run, so the required contexts read as pending/absent rather than failed.
Unrelated to this change: build · test · clippy (idris-dependents) is red here, but rust.yml is red on main too (push 40933665642, 2026-10-29) and on every recent PR — pre-existing, untouched by this branch.

Verify the canary receipt against its live workflow run
A locally authored JSON file with an arbitrary nonzero subject SHA, three matching receipt_sha values, and a syntactically valid run URL passes this check without the referenced run existing. Even --online only queries the callee commit and rulesets, so the promised live canary can be bypassed and the migration can reach exit 0 without ever creating scanner jobs. Fetch the recorded run and its jobs/check runs and verify its repository, head SHA, callee SHA, conclusions, and contexts before accepting the receipt.
The reason will be displayed to describe this comment to others. Learn more.
Reject non-canary not-run states in CI
Exit 2 is not specific to the intentionally missing canary: preflight.sh also returns it for an absent or unverifiable fixture, an unproven proposed lock closure, unavailable jq, and failed live ruleset checks. Accepting every exit 2 therefore keeps E2E green when evidence other than the pending canary disappears, including after a real canary receipt has landed. Inspect the reported not-run rules and allow only the expected CANARY state, or give that state a distinct exit code.

Require evidence for action records that collapse to leaves
When a newly introduced step-level action is a composite but its generated record has already lost the entire nested uses list, it has no receipt yet and falls through this branch as a clean leaf because only reusable workflows trigger the no-receipt check. That is the same dropped-to-leaf failure the audit is intended to detect, so it can print OK without reviewing the action's edge set. Require an explicit reviewed zero-edge classification or receipt for used action leaves rather than treating an absent list as proof that the action is non-composite.
The reason will be displayed to describe this comment to others. Learn more.
Preserve ref case when detecting duplicate records
This lowercases the entire dependency key, including the ref, even though Git refs are case-sensitive and fold_ref deliberately folds only the owner/repository portion. A lock that legitimately contains both owner/repo@Release and owner/repo@release is therefore rejected as a case-duplicate. Build the duplicate key with the same owner/repo-only folding used elsewhere.

Reject refs prefixes on nested dependency edges
The refs/* validation is applied only to workflow entries, so a malformed owner/repo@refs/tags/v1 that appears solely in a dependency's nested uses list and has a matching child record and receipt passes the offline audit as representation-clean. This leaves the transitive form of the prohibited ref undetected even though it can invalidate the lock at startup. Apply the same bare-ref validation to nested edges and dependency keys.
The reason will be displayed to describe this comment to others. Learn more.
Reject duplicate dependency fields before overwriting them
Repeated ref: or commit: fields silently overwrite the earlier value in these associative arrays. With conflicting duplicates, the audit can bind receipts and perform commit checks against the last value while another YAML consumer rejects the duplicate or resolves a different value, so the reported clean result is not trustworthy. Track each field per dependency and report a duplicate instead of overwriting it.

Enforce the exact permission grant in preflight
The preflight only blacklists a few permission names and actions: read; it never requires contents: read or rejects contents: write, write-all, and other grants outside the list. A modified migration patch can therefore expand the reusable job's authority while still passing this advertised least-privilege boundary and reusing the same canary receipt. Parse the proposed workflow and require the workflow and caller job permission maps to equal the intended contents: read grant.

Enforce the receipt invariants in the schema.
The secrets_passed description says it MUST be empty. The schema accepts any array of strings.
jobs_total is optional, with minimum 1. The pinned reusable workflow creates three jobs: gitleaks plus the two supplemental-results matrix jobs. A receipt with one or two jobs, or with no jobs_total, still validates.
contexts has no uniqueItems. One context repeated three times satisfies minItems and maxItems.
If preflight.sh already checks these rules, the schema still needs them. Otherwise a schema-only validator accepts a receipt that the evidence rules reject.
Add jobs_total to the required array. Also add "uniqueItems": true to contexts.

`scan / gitleaks` entry in `gh pr checks`, because run 41199708273 created zero
jobs, while its `Lock Sync Gate` and `E2E Tests` checks passed normally.
A zero-job run produces **no check run**. A required context that never reports does not read as failing — it reads as absent, which in `gh pr checks` is indistinguishable from “not yet started”. The ruleset is therefore satisfied by silence.

Correct the required-check conclusion.
An absent required check normally leaves the PR waiting and blocks merging; it does not satisfy the ruleset. A bypass or an inapplicable rule is a separate case. Correct this claim so incident responders can distinguish missing scans from a ruleset bypass. (docs.github.com)

Require the exact contents: read permission grant.
This denylist does not reject contents: write or an unlisted grant such as issues: write. If either appears in the proposed workflow, the permission check can still pass despite the stated least-privilege requirement. Validate the workflow-level and scan job-level permission mappings against the allowed grant instead. (raw.githubusercontent.com)

Verify the canary run before accepting its receipt.
A receipt with three claimed successes, a matching subject_sha, and a syntactically valid run_url passes these checks even if that run does not exist or created zero jobs. The --online branch checks the callee commit and rulesets, but never checks the canary run. This lets preflight.sh return 0 without the live proof required to apply the migration. Look up the run and its jobs and contexts, then bind those results to the receipt before reporting PASS. (raw.githubusercontent.com)

Fold receipt keys before closure checks.
The receipt parser stores $src and $norm without the folding used by dependency records and closure lookups. A mixed-case nested reference such as Swatinem/rust-cache@v2 can therefore produce false CLOSURE-EXTRA and CLOSURE-DROPPED findings. A mixed-case receipt source can produce CLOSURE-NO-RECEIPT and RECEIPT-UNUSED; the former is NOT RUN, not FATAL.
Move fold_ref and DISP before the receipt parser, then store canonical receipt keys:

Update the receipt parser to canonicalize receipt source and nested-reference
keys before storing them in RECEIPT and RECEIPT_SRC. Use the existing fold_ref

stored keys match dependency records and closure lookups.

Coordination: unified-dataset-vocab PR #81 is merged as 4921ac0d161d5619c3186b2e916ed3f6e2c8c89f; scanner runs 41198606402 and 41199623322 passed the live canary. Draft #632 applies the prepared scanner caller and lock patch only. Please coordinate reviewed suite closure receipt and regeneration safeguards from this PR before #632 is merged; its own PR scanner jobs and required contexts must be verified independently.

Follow local composites nested inside composites
When a workflow calls local composite A and A calls local composite B, this early continue skips B entirely, so any external actions used by B are never added to the caller's STEP_SET. Both the audit and its local-composite test can therefore report a clean lock while the caller omits B's external dependencies; recurse through local actions here while retaining the existing per-caller cycle guard.
The reason will be displayed to describe this comment to others. Learn more.
Reject nested edges without dependency records
When a receipt-backed record names a nested ref that has no top-level dependencies: record, the ref is appended here but never checked against DEP_IDX; the audit consequently exits 0 and prints that the lock is representation-clean. This also bypasses the migration gate because preflight.sh runs only this audit against its patched tree, not check-lock-sync.sh, so an edited migration patch can pass preflight with a dangling nested edge that the lock consumer cannot resolve.
The reason will be displayed to describe this comment to others. Learn more.
Bind the main restriction to the push trigger
When the proposed workflow moves branches: [main] under pull_request and leaves push: unrestricted, these three independent greps all succeed, so preflight accepts a migration that expands push scanning to every branch despite claiming triggers are unchanged. Parse the on mapping or otherwise verify that the branch filter is specifically a child of push.
The reason will be displayed to describe this comment to others. Learn more.
Validate the scan job fields structurally
When the expected callee string and a literal fast-pr: false are placed elsewhere in the YAML, these independent greps succeed even if jobs.scan.uses points to a different reusable workflow or jobs.scan.with.fast-pr is an expression that evaluates true. Because the lock patch can be updated consistently with that different caller, the later closure audit does not enforce these migration boundaries; parse the YAML and require the exact values specifically at .jobs.scan.uses and .jobs.scan.with.fast-pr.
The reason will be displayed to describe this comment to others. Learn more.
Derive the migration receipt from the vendored callee
When actions.lock.patch and lock-closure-receipts.tsv.patch are changed to the same incorrect nonempty edge set, this audit compares those two mutually controlled artifacts and exits 0; it never compares either one with the checksum-verified $FIXTURE. For example, replacing the callee's checkout edge in both patches passes closure even though the pinned workflow still uses checkout, so preflight can approve a lock that does not represent the vendored source; emit or extract the expected receipt from $FIXTURE and compare it with the patched receipt before accepting the audit.
The reason will be displayed to describe this comment to others. Learn more.
Reject scalar nested uses fields
When a dependency writes uses: 'owner/repo@ref' as a scalar instead of the required nested sequence, this branch appends the scalar directly to DEP_USES; with a matching receipt and child record the audit exits 0 and calls the lock representation-clean. check-lock-sync.sh also discovers nested edges only from indented - items, so this malformed shape can survive both gates; treat a nonempty DEPFIELD value for uses as a parse finding and accept nested refs only through DEPUSE records.
## Scope
Migrate only the existing Secret Scanner caller to published cicd-suite
commit 4404c3c0474e17753fe7689f3485c02890aac113. Keep all three required
contexts, existing triggers, full-history scanning (`fast-pr: false`),
contents-read permissions and no inherited secrets. Preserve the
standards lock record for the other callers. The new suite record
includes checkout at the immutable SHA used in the pinned reusable;
identity was checked with the GitHub repository API.
## Evidence and hold
The first consumer canary unified-dataset-vocab PR #81 merged as
4921ac0d161d5619c3186b2e916ed3f6e2c8c89f; its PR run 41198606402 and
main run 41199623322 passed real controls, full scanning and all three
SHA-bound contexts. This PR must independently demonstrate actual jobs,
setup, detector controls and scanner contexts at its own head, and must
not merge on corpus-only evidence.
Lock regeneration and deeper closure safeguards are the separate fleet
PR #631, still open. Coordinate its reviewed receipts/closure audit with
this change before merge; neither `gh actions-lock --verify-local` nor a
green dangling-edge check proves source-derived closure. Here the
existing-lock comparison fixtures pass; authoritative CLI
regeneration/provenance checks and the local gawk gate were not run
because their binaries are unavailable in the sandbox. Review the
observed GitHub runner behaviour and CI evidence; stop on zero-job runs,
missing contexts or incomplete closure. Do not bypass policy.
Rollback: revert this PR, restoring caller and lock together, and verify
actual jobs and all required checks; the previous scanner had zero-job
startup failures, so rollback alone does not prove recovery.

What
Two things, in one branch: the lock-closure audit (mergeable now) and a prepared, not applied migration of the secret-scan caller (blocked on a live canary). Full write-up in

The same pin produced three jobs on 2026-10-25 (run 40175794668), and the caller YAML has not changed since 2026-10-20, so this is not a YAML regression here.
