feat: evidence-based read-only estate gate census - #146
Standalone Squabbler gains scripts/estate-gate-census.sh, a general-purpose read-only GitHub estate discovery tool. No Hypatia dependency, no merge authority, no auto-fixes.
For explicit repositories or all non-archived/non-fork repositories under an owner, the script:
enumerates repos via GitHub CLI (owner pagination bounded at 10,000), refusing a broken owner census;
checks known Squabbler workflow filenames and records filename-only absence without claiming all integrations are missing;
checks recent default-branch workflow run and actual emitted job names, explicitly preserving zero-job startup_failure as failure;
compares emitted job names to readable active ruleset required contexts and records matching bypass actors;
records unknown for access failures and never claims classic-branch-protection state it could not inspect;
emits reproducible JSONL suitable for follow-up enforcement planning, not for directly changing settings.
The script is wired into the existing squabble-action.yml smoke-test workflow with hermetic fixture tests for (a) successful required job, (b) zero-job startup failure, and (c) filename absence. Documentation: docs/ESTATE-GATE-CENSUS.adoc.
Explicitly incomplete
Candidate detection is based on workflow filename, not every embedded uses caller.
Ruleset and run/job reads are first-page only; long results and classic branch protection need independent, fully paginated review.
Default-branch run evidence is not proof of PR-time check producibility.
GitHub API permissions may hide rules: report unknown, never absent.
It does not enable required-check rules, grant Actions permissions, remove bypass authority, or remove fleet quarantine.
Acceptance
Hermetic tests pass in GitHub Actions.
No new startup_failure or stale Actions lock.
Read-only permissions and evidence claims reviewed.
End-to-end estate census run with an appropriately authorised CLI principal (outside this read-only GitHub connector) before any rollout.
Draft until checks complete. The motivating incident is hyperpolymath/hypatia#990, but this utility is intentionally not Hypatia-specific.

for all new files.
Review comments at @scripts/estate-gate-census.sh:
- Line 82: Update the bypass extraction in the census script so it checks
whether detail contains the bypass_actors property before producing a list. Emit
the normalized actor list, including an empty list, only when the property is
present; retain unknown when it is omitted.
- Line 74: Update the active-ruleset handling around the `ids` selection so a
ruleset contributes required contexts only when its target and
`conditions.ref_name` include/exclude rules apply to the repository’s default
branch. Preserve GitHub’s branch-ruleset matching semantics before reporting
`required_by_ruleset`.
- Around line 12-13: Update the `gh repo list` census pipeline to detect when
the unfiltered result count reaches the 10,000-repository limit before filtering
out archived repositories and forks. Refuse to report a successful census at
that limit unless completeness beyond the limit is established.
- Line 73: Keep required-context state as unknown when job is empty in the
census flow; only set required to not_in_readable_rulesets after a job name is
available and its contexts have been compared. Preserve the existing bypass
handling.

Summary by CodeRabbit
New Features
Added a read-only census that reports on matching workflow files, recent run results and accessible repository rulesets. Results can be saved as JSONL, with unavailable information reported as unknown.
Documentation
Added guidance on running the census, interpreting its results and understanding its coverage limits.
Tests
Added automated checks for census results, including workflow startup failures and missing workflow files.
Adds a read-only script that inventories Squabbler workflows, recent runs and jobs, and readable active rulesets. It writes results as JSONL. Documentation, a hermetic test, and a workflow step are also added.
Changes: Estate census
Layer / File(s)
Summary
Census inputs and output scripts/estate-gate-census.sh
Adds owner and repository arguments, owner enumeration, GitHub API access, and JSONL output handling.
Repository and workflow discovery scripts/estate-gate-census.sh
Deduplicates and validates repository inputs. Records unknown results for unavailable or invalid repository data, and identifies when no matching workflow filename exists.
Run and policy results scripts/estate-gate-census.sh, tests/estate_gate_census_test.sh, .github/workflows/squabble-action.yml, docs/ESTATE-GATE-CENSUS.adoc
Inspects workflow runs, jobs, and active rulesets. Adds mocked test cases, runs the test in the workflow, and documents usage, result meanings, and coverage limits.

hyperpolymath/cicd-squabbler#141 — The census records zero-job startup failures and required-check evidence relevant to the issue. It does not change the cause described in the issue.
The census script is read-only, but it can report incomplete or overly confident gate evidence: truncated owner listings, unsupported "not in rulesets" results, rulesets scoped to other branches, and hidden bypass actors shown as none. Fix these before using its output to plan rollout decisions. The documentation's licence identifier should also match the repository requirement.

Explanation
The title "feat: evidence-based read-only estate gate census" names the main change: a new read-only census tool for GitHub estate gates. The raw summary and objectives confirm that scripts/estate-gate-census.sh is added, with docs and tests. The title is specific, concise and follows a conventional-commit style. It does not cover every detail, which is acceptable.
Full details: Description check
Explanation
The description covers the scope, the limitations, and the acceptance criteria. It describes the script, its read-only behaviour, the wiring into squabble-action.yml, and the documentation. It does not follow the repository template. The Changes section, the RSR Quality Checklist, and the Testing section are missing. The SPDX header check, the banned-language check, and the test-run claims are not addressed. The Screenshots section is also absent, though it is optional.
Resolution
Rewrite the description to follow the repository template. Add a Summary section with a linked issue, if one exists, using "Closes #N". Add a Changes section that lists the new script, the test file, the workflow edit, and the documentation. Complete the RSR Quality Checklist and mark each required item that holds. State whether the SPDX headers are present on the new script, the test file, and the documentation. Add a Testing section that describes how the hermetic tests were run, or state that they have not yet run. Remove or keep the Screenshots section as not applicable.
Full details: Docstring Coverage
Explanation
Docstring coverage is 0.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 2 functions across 2 files. (2 skipped: 2 unsupported.)
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.

Reject an owner census that reaches the repository limit.
If an owner has more than 10,000 repositories, gh repo list --limit 10000 returns at most 10,000. The script then emits a successful but incomplete census. Check the unfiltered result count before selecting non-archived, non-fork repositories. If the count reaches the limit, refuse the census or establish that no further repositories exist. The CLI defines --limit as a maximum, not a completeness check. (cli.github.com)

Apply ruleset branch conditions before reporting a required context.
The loop selects every active ruleset, including one that applies only to another branch. If that ruleset names the job, the census reports required_by_ruleset for the repository’s default-branch run even though the ruleset does not govern that branch. Check the ruleset’s target and conditions.ref_name against the default branch before treating its required context as applicable. GitHub defines include and exclude conditions for branch rulesets. Update the active-ruleset handling around the `ids` selection so a ruleset

Distinguish hidden bypass actors from an empty bypass list.
GitHub omits bypass_actors unless the caller has write access to the ruleset. For a caller with read access only, .bypass_actors[]? produces []; the census then reports no bypass actors although their visibility is unknown. Test whether the property is present before emitting [], and retain unknown when GitHub withholds it. (docs.github.com)
As per coding guidelines, “fail-closed” applies when the census cannot inspect bypass authority.

Update the bypass extraction in the census script so it checks whether detail
contains the bypass_actors property before producing a list. Emit the normalized

unknown when it is omitted.

Restrict matches to rulesets that apply to the default branch
For a repository whose emitted job name also appears in an active ruleset scoped only to another ref such as release/*, this predicate still reports required_by_ruleset for the default branch because it checks the context but ignores the ruleset's target and conditions.ref_name. GitHub documents that an include pattern must match and that matching exclusions prevent a ruleset from applying, so the census should evaluate those conditions or query the effective rules for the branch before asserting that the job is required. See GitHub's repository-ruleset conditions.
The reason will be displayed to describe this comment to others. Learn more.
Preserve unknown when bypass actors are hidden
When this read-only census runs with Metadata/read access but not write access to a matched ruleset, GitHub omits bypass_actors; the optional .bypass_actors[]? iteration silently converts that omission into [], falsely reporting that no bypass exists. GitHub explicitly documents that this property is returned only to callers with write access, so a missing property must leave bypass state unknown rather than producing an empty list. See GitHub's Get a repository ruleset documentation.
The reason will be displayed to describe this comment to others. Learn more.
Do not require emitted job names to contain Squabble
For a candidate workflow whose gate job has any other display name, this filter leaves job empty and prevents the emitted context from ever being compared with the ruleset. This includes the repository's own reference consumer, whose gate is named gate / legitimate-green in contracts/squabble/fixtures/consumer-workflow/good-readonly.yml:22; a deployment retaining that contract name therefore produces unknown policy evidence even when the context is required. Compare the ruleset against all emitted job names, or otherwise identify the gate without imposing this undocumented substring requirement.
The reason will be displayed to describe this comment to others. Learn more.
Verify the jobs array is empty before reporting zero jobs
When a run concludes startup_failure but the jobs response contains one or more jobs whose names do not match the preceding filter, job remains empty and this branch reports zero_jobs without inspecting the array length. GitHub check suites can summarize failed check runs, including startup failures, so a startup-failed run does not make the unchecked emptiness assumption valid; only set zero_jobs when .jobs | length == 0, and otherwise retain an unknown or unmatched-job state. See GitHub's checks documentation.
The reason will be displayed to describe this comment to others. Learn more.
Percent-encode the workflow filename in the API path
When a matched workflow filename contains a valid URL metacharacter such as #, ?, or %, interpolating the raw name into this endpoint changes how gh api parses the path or query instead of selecting that workflow, so the run lookup fails and the census emits unknown evidence for an otherwise readable workflow. The gh api manual specifies that this argument is an API endpoint path; encode the filename as a path component, independently of the already encoded branch query value.
The reason will be displayed to describe this comment to others. Learn more.
Restrict matches to rulesets applying to the default branch
When an active ruleset contains this context but targets another branch, excludes the default branch, or targets tags, this code still reports required_by_ruleset. GitHub rulesets carry both a target and conditions.ref_name, and the branch-rules endpoint returns only rules effective for a specified branch (GitHub REST rules documentation); inspect those conditions or query that endpoint before claiming the observed default-branch job is required.
The reason will be displayed to describe this comment to others. Learn more.
Treat omitted bypass actors as unknown
When this is run with the documented read-only identity, GitHub can successfully return the ruleset while omitting bypass_actors; the endpoint explicitly returns that property only to callers with write access (GitHub REST rules documentation). The optional iterator then converts the hidden field to [], falsely presenting an absence of bypass authority instead of unknown; check that the property is present before emitting a known bypass list.
The reason will be displayed to describe this comment to others. Learn more.
Compare every emitted Squabble job
When a candidate workflow emits multiple Squabble-named jobs, only the first API result is retained. If that first job is an informational/setup job while a later Squabble job is the required hard gate, the row incorrectly reports not_matched_in_readable_first_page and omits the required job's conclusion; collect and compare every matching emitted job rather than collapsing the list with first.
The reason will be displayed to describe this comment to others. Learn more.
Distinguish a missing workflows directory from an access failure
For a readable repository that simply has no .github/workflows directory, the Contents endpoint returns 404 Resource not found (GitHub REST contents documentation), but api discards the response status and this branch emits workflow_listing_unavailable. Such repositories are definite filename_absent cases, so an estate with repos that do not use Actions is incorrectly filled with access-gap rows; preserve the HTTP status or use a tree/workflow-list query that can distinguish an absent directory from unavailable contents.
The reason will be displayed to describe this comment to others. Learn more.
Classify self-test filenames case-insensitively
The discovery regex accepts candidate filenames case-insensitively, but this role check is case-sensitive. A valid filename such as Squabble-Action.yml is therefore emitted as gate_candidate rather than action_selftest, even though the documented role field is what consumers use to distinguish installer tests from possible enforcement workflows; normalize the filename or enable case-insensitive matching for this check.
