Bug Fixes
Job counts are now rejected when the listed jobs exceed the reported total or the jobs field is not an array. A missing jobs field and totals higher than the number of listed jobs remain accepted.
parse_job_count now checks that optional jobs data is an array and that its length does not exceed total_count. The test covers a response with one listed job and a total of zero.
parse_job_count rejects non-array jobs values and arrays longer than total_count. The test expects an error when one job is listed with a total of zero.
The new validation rejects contradictory job data, but the zero-job report discards the resulting error. A run can still be shown as a zero-job run when the evidence contradicts that. Propagate the error, or block zero-job attribution for that run, before merging.

Explanation
Docstring coverage is 100.00% which is sufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 1 functions across 1 files.

Propagate contradictory job evidence instead of discarding it
When a response has total_count: 0 and a nonempty jobs array—the contradiction this check targets—the returned error is immediately converted to None by GhRuns::startup_runs via parse_job_count(&jobs.body).ok(). Runs with jobs: None still proceed through collect and are described as jobs=0, no check run exists, so an observed job-level failure can still receive zero-job attribution and incorrect remediation. Propagate this contradiction or exclude the run rather than degrading it to an unreadable count.

Preserve contradictory job evidence in the zero-job report.
When parse_job_count rejects a response because the listed jobs exceed total_count, zero_job.rs:356 converts the error to None. The report then shows an unreadable count but still uses the jobs=0 heading and can attribute the run as a zero-job run.
Propagate the error, or retain the contradiction explicitly and prevent zero-job attribution for that run. The relevant correction site is crates/squabble-cli/src/zero_job.rs:356, not the unrelated startup.rs:356 test.

Review comment at @crates/squabble-fight/src/startup.rs at line 356:
Update the zero-job report flow that calls parse_job_count so a rejected
response with listed jobs exceeding total_count preserves the contradiction
instead of converting the error to None; propagate the error or retain it
explicitly, and ensure the run is not labelled or attributed as a zero-job run.

Regression work for estate workflow incident triage. Keep observed job-level failures separate from zero-job startup attribution.
