Why

The cross-repository metrics dashboard consumes one configured artifact name. The
policy-sync workflow currently uses different artifact names for plan and apply
runs, so the dashboard cannot retrieve the report reliably.

What changed

  • Publish the JSON report as repo-policy-sync-report from both scheduled jobs.
  • Keep plan and apply as separate workflow modes while giving their reports one
    stable artifact contract.
