Summary

Add plz-setup-issues so Claude Code and Codex can prepare a small, reusable GitHub issue-management baseline: five work types, triage labels, optional priority labels, bug/feature forms, and a repository triage guide. The workflow adapts to existing conventions, native Issue Types, and priority fields while preserving existing files and labels. Forms use the selected existing work-type and triage labels, and local replacements preserve owner-level inherited forms, contact links, and security guidance, including internal defaults for managed-user organizations.

Include English, Korean, Japanese, and Simplified Chinese READMEs, root catalog entries, reusable label/form assets, and Codex agent metadata. Add repository-level AGENTS.md rules requiring verified codekongdev credentials for GitHub operations.

The feature form covers new capabilities. Improvements use blank issues, with maintainers selecting their work type during triage.

Commands, network access, and file writes

  • Installation examples use npx skills add. GitHub guidance uses authenticated repository inspection and creation of missing labels, with account verification and an explicit target repository. A Python 3 example captures local Git output and returns only remote hosts and repository paths, excluding URL credentials, query strings, and fragments; unsupported destinations and Git failures do not expose raw output.
  • When invoked within the requested scope, the skill prepares .github/labels.json, issue templates, and .github/ISSUE_TRIAGE.md in the target repository. It preserves established settings and does not delete or rename existing labels.
  • External links point to official GitHub/CLI documentation and Kubernetes, CPython, and VS Code triage references. This PR publishes instructions and assets; it does not apply the issue-management setup to this repository.

Type of change

  • Translation or README
  • Bug fix
  • Skill improvement (SKILL.md, references/, or assets/)
  • New skill
  • CI or tooling
  • Other: repository GitHub account rules

How I verified it

  • node scripts/check-readme-translations.mjs — passed for all 12 READMEs, including 124 relative-link targets.
  • Parsed the JSON manifest and all four YAML files with Ruby's standard JSON and YAML (Psych) parsers. Validated 11 unique label names, six-digit colors, nonempty form bodies, unique field IDs, and form label references. Reviewed required field settings manually.
  • Ran the bundled skill-creator/scripts/quick_validate.py with PyYAML in an isolated uv environment — passed.
  • Extracted and executed the documented remote-inspection example in an isolated temporary repository with 11 URL cases, covering HTTP(S), SSH, scp, IPv6, malformed URLs, local paths, and unsupported schemes. Verified that fake credentials never appeared in stdout/stderr and supported hosts/repository paths were preserved. Also verified Git failure handling outside a repository.
  • git diff origin/main...HEAD --check — passed after rebasing onto the latest main.
  • Reviewed instructions, permissions, preservation of existing settings, and consistency with bundled assets. Independently checked the remote-output sanitization, selected triage-label handling, and inherited chooser preservation guidance.
  • The existing 3D browser tests were not run because this change adds a skill and documentation without changing the 3D runtime. Live issue chooser behavior and organization Issue Types were not exercised.

Checklist

  • node scripts/check-readme-translations.mjs passes (or I only changed things it does not cover)
  • If I changed ENGINE in template.html, I applied the same change to example-agent-sandbox.html, and node scripts/check-templates.mjs passes — no ENGINE changes
  • If I added a UI_TEXT key, I added it for en, ko, ja, and zh-CN, and node scripts/check-templates.mjs passes — no UI_TEXT changes
  • I did not commit references/preferences.md, generated pages, or verification screenshots
  • I added no new external URLs or shell commands, or I explained them in the summary above
  • If this is a new skill, I understand that maintainers may add the translations to my branch, and I enabled "Allow edits by maintainers" — all four languages are included; default maintainer edits retained

Summary

Summary by CodeRabbit

  • New Features
    • Added an issue-setup skill with bug and feature request forms, issue labels, and triage guidance. It can prepare configuration locally or apply missing labels to a specified GitHub repository.
    • Existing conventions are preserved; existing issues are not automatically changed, and project boards are not automatically created. GitHub changes require verified authentication and appropriate permissions.
  • Documentation
    • Added usage guides in English, Japanese, Korean, and Simplified Chinese, covering installation, configuration, permissions, and scope.
    • Added the skill to the project’s skill listings in multiple languages.

The pull request adds plz-setup-issues, a skill for configuring repository issue labels, forms, and triage guidance. It defines setup conventions, local artifact generation, GitHub operation safeguards, and validation and reporting steps. It includes a label manifest, issue forms, and taxonomy and GitHub guidance. Documentation covers installation, usage, defaults, and scope in English, Japanese, Korean, and Simplified Chinese. The pull request also adds agent metadata, translated skill-list entries, and repository instructions requiring verified codekongdev authentication for GitHub operations.

Estimated code review effort: 3 (Moderate) | ~25 minutes

Change: Feature

Merge Risk: Minimal · up to 0305c

The PR adds issue-management documentation and assets without an established merge-blocking defect.

Security architecture risk: Low · up to 0305c

The intended changes are repository-scoped and additive, with explicit identity checks, permission boundaries, and preservation rules. No concrete security defect was established. These safeguards are written instructions, however; their application to real credentials, inherited configuration, and interrupted operations was not demonstrated.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • observed — The intended write scope is the identified repository's missing labels and local issue-management files. Organization settings, shared boards, existing-issue relabeling, commits, pushes, and pull requests require additional scope. These are behavioral limits, not a demonstrated restriction on the underlying credential's privileges.

Trust Boundaries and Controls

  • observed — Remote URL ownership is explicitly rejected as proof of authenticated identity. The remote-inspection example captures Git output and emits only parsed host and path values, excluding URL user information, queries, and fragments; unsupported inputs and Git failures do not return raw output.
  • observed — Repository-derived label values can reach authenticated creation commands. The guidance requires structured arguments or argument arrays rather than shell interpolation and forbids automatic account switching or broader permission requests after denial.

Resilience and Maintainability Implications

  • observed — The workflow recognizes inherited security-reporting guidance as part of the effective configuration and requires preservation rather than replacement with bundled defaults. If inherited defaults cannot be inspected, it requires disclosure before publication; no actual inherited configuration or replacement result was available to verify preservation.

Minor · Functional Correctness · Quick win

Apply the selected type label names to the forms.

Step 1 can map a type:* label to an existing equivalent name. Step 2 rewrites only the triage label. The bug and feature forms keep the hardcoded type:bug and type:feature names. Those names may not exist in the target repository, so issues created from the forms can lose their type classification.

Suggested fix
- Use the selected triage label name in both forms (`needs-triage` by default),
- matching the manifest and any equivalent existing label selected in step 1.
+ Use the label name selected in step 1 for each type and triage label in both
+ forms (`needs-triage` by default), so each form matches the manifest.

Update the bug and feature form guidance in the setup instructions to use the
selected type-label names from the manifest, including equivalent existing
names, rather than hardcoded type:bug and type:feature labels. Preserve the
native-type behavior: omit type labels and set each form’s top-level type to the
verified organization type name.
