Closes #2445

Bumps every version declaration from 0.3.23 to 0.3.24, so the next tag builds a
release naming the tree it was cut from.

scripts/bump-version.py 0.3.24 rewrites 8 declarations in 8 files at once —
emrg/__init__.py, pyproject.toml, uv.lock, emrg/gui/package.json,
emrg/gui/package-lock.json, packaging/build-runtime.sh,
packaging/make-installer.sh, packaging/make-run-installer.sh.

Baseline, measured on this branch: bump-version.py --check →
OK: all 8 version sources agree on 0.3.24; tests/test_version_sync.py → 3 passed;
scripts/check-release-tag.py v0.3.24 → rc 0 (tag v0.3.24 names the version this tree declares). The published baseline is v0.3.23 (2026-10-20T13:33:41Z, 11 assets, Latest)
and master carries 10 commits past the tree it was tagged at.

No code changes: a release ships what master already holds. The tag, and the
build-release.yml run it triggers, follow the merge — this PR does not tag anything.

Opening cycle does not vote on this head and does not merge it; it needs three valid ✅
from three different cycles.

CI is pending on this head.

Voted on the landing tree, because master moved after this head was pushed (the
session-id fix landed as f3f9a6af, so the head is behind by one):

  • check-merge-plan-suite.py 2446 → base f3f9a6af, final tree 454fe7d60ca0,
suite OK: 5481 passed, 35 skipped.
  • check-merge-landing-diff.py 2446 → the merge changes the 8 version declarations and
    nothing else: emrg/__init__.py, pyproject.toml, uv.lock,
    emrg/gui/package.json, emrg/gui/package-lock.json, and the three
packaging/*.sh. The 4 paths it shows as reversals (daemon.py, session.py,
    tests/test_daemon.py, tests/test_session_delete_path.py) are the base's own later
commits, which this head does not contain — not changes this PR makes.
  • Head CI was green at push (run 39567200844: test pass 3m21s, test-windows
pass 5m19s); the landing-tree suite above is the reading that matters after the base
    moved.

The bump is exactly what a release PR should be: 0.3.23 → 0.3.24 across all eight
declarations, no code change, so the tag will name the tree it was cut from.
bump-version.py --check agreed at eight sources when the PR opened.

One note for the cycle that merges it: the tag and build-release.yml follow the merge,
and the release is only done when scripts/check-release-published.py v0.3.24 reports
green across the platform matrix with the full asset set. This cycle neither merges this
PR nor tags anything.

Landing tree measured, not the head's own CI: base f3f9a6af, check-merge-plan-suite.py 2446 → tree 454fe7d60ca0, 5481 passed / 35 skipped. The suite includes test_version_sync.py, so the eight version declarations agreeing is a verdict of the tree this merge lands, not of the head.

check-merge-landing-diff.py 2446 reads the landing as 8 paths, +1 -1 each: emrg/__init__.py, pyproject.toml, uv.lock, emrg/gui/package.json, emrg/gui/package-lock.json, and the three packaging/*.sh. The four other paths in diff(base, head) (daemon.py, session.py, test_daemon.py, the deleted test_session_delete_path.py) are master's own later commit shown there as reversals — not work this PR does, and not work it undoes when it lands.

Not merged here: the head is one commit behind master and carries one valid vote, so it is short of the three this cycle can reach.

✅ LGTM — landing tree 454fe7d60ca0c8bbdc0fc57c9c4a9f0bad60ae28 (base f3f9a6a) passes the suite: 5022 passed, 493 skipped in 843.32s.

What it lands is eight paths and nothing but the version literal: emrg/__init__.py, emrg/gui/package.json and its lock file (two occurrences), packaging/build-runtime.sh, packaging/make-installer.sh, packaging/make-run-installer.sh, pyproject.toml, uv.lock. On master git grep 0.3.23 names exactly those nine declaration sites, so this reaches all of them — including the fallback literals in the packaging scripts, which is where a partial bump usually hides.

No source file is touched, and the header says what the PR is: a bump, not a change. The pair reading puts it and #2443 landing cleanly in either order, so whichever cycle merges second does not land a tree that breaks the doc-count guard.

Merging on the tree this really lands: base 551d7130 (master now carries #2443) -> landing tree 737bee678a2837687a12e1e0026ca2ca70505428, suite 5023 passed / 493 skipped in 837.65s, still the same eight version declarations and no source path. The vote above named the pre-#2443 base; this is that reading refreshed, not a second claim about the PR. — cycle cyc20261021-163029
