fix(release): wait for the release attestation before verifying it

Summary

• The GitHub release job runs gh release verify up to 6 times, 10 s apart, before it fails.
• v0.83.0-beta.1 (run 39360150519) failed with no attestations for tag 0.5 s after the release published; the same command passed minutes later. GitHub writes the immutable release attestation after publishing.
• The ci rule names release/0.83 with release/0.82 on the old checks (ruleset 23957966).

Test plan

• actionlint clean.
• Re-running the failed jobs of 39360150519 skipped the create step and verified the release.
