isBlessedPackageName is being retired from @socketsecurity/lib as part of removing special treatment for Socket's own packages (see SocketDev/depscan#22597, which removes the score blessing). This script was the last importer of the published helper.

The engines-source decision here only needs "is this a Socket-maintained @socketregistry/* override vs a third-party extension", so that narrower check is inlined. Verified against registry/extensions.json: the split is unchanged for every current entry (@socketregistry/packageurl-js → engines from published package.json; shell-quote → engines from manifest data).

Unblocks deleting the helper from socket-lib.

isBlessedPackageName is being retired from @socketsecurity/lib (Socket
packages no longer get special treatment in scanning); this script was
its last importer. The engines-source decision here only distinguishes
Socket-maintained @socketregistry/* overrides from third-party
extensions, so inline that narrower check.

Socket packages no longer get special treatment in scanning and
scoring (SocketDev/depscan#22597); the last importer of this helper,
socket-registry's update-manifest script, now inlines its narrower
Socket-override check (SocketDev/socket-registry#292). Drop the helper
and its tests. isRegistryFetcherType and isValidPackageName keep the
./packages/validation subpath alive.

BREAKING CHANGE: isBlessedPackageName is no longer exported from
@socketsecurity/lib/packages/validation.
