Fixed the issue with HTML content being loaded in job summaries.

How to test:

1. Check into the current branch
2. Do npm install and npm run start:local to run this PR locally
3. Clear site data/cache
4. log as admin user
5. Go to http://localhost:5173/collaboration
6. Verify job summaries are fetched properly.

I am closing this PR as a redo with a new focus - PR #5473 replaces it, with PR #2324 in HGNRest.

The FAQ section this task refers to was never on development. It was built in #4055, which was closed unmerged, and #4342 merged into the VARSHA-KARANAM-FAQ-APPLICATION branch instead. So there was no route to fix - the section needed porting across. The changes in this PR are unrelated to that and no longer compile against development. Item 33 has been updated to match.
