Expose the new ACE options through the C and Python bindings.

cuvsAceParams and AceParams still expose only the legacy fields. The C-to-C++ conversion also copies only those fields. C and Python callers cannot select nsubpartitions, add_global_reverse_edges, or partial_graph_knn_build_algo; they always use the C++ defaults. Add the fields to both bindings and copy them into cuvs::neighbors::cagra::graph_build_params::ace_params.

Review comment at @cpp/include/cuvs/neighbors/cagra.hpp around lines 199 - 203:
Expose nsubpartitions, add_global_reverse_edges, and
partial_graph_knn_build_algo in the C cuvsAceParams and Python AceParams
bindings, then update the C-to-C++ conversion to copy all three into
cuvs::neighbors::cagra::graph_build_params::ace_params instead of relying on
defaults.
