Refs #118

Adds the production commitment-visibility adapter and the reconcile entry function RunLadderReconcile (list fired -> prefetch -> ReconcileLadderTranches). Inert: nothing schedules it, flags stay off. #843 is safe only once this lands.

  • Prefetch runs outside the tx: per-ID DescribeSavingsPlans (SavingsPlanIds from the completed tail execution's recommendation PurchaseIDs; the pinned module has no exported per-ID API, so this uses the AWS SDK client DescribeSavingsPlans, the same call providers/aws/services/savingsplans/client.go:277 makes), one batched call per account/region (100 ids per call). CommitmentVisible is a map lookup; unknown execution => error => stays fired.
  • Zero provider calls when ListFiredLadderTranches is empty. API/credential error => logged, tranche stays fired (stale alert after 6h is in the reconciler).
  • Predicate = pinned AWSLadder spListerStates (providers/aws/ladder/adapters.go: active + payment-pending) plus plan type == layer and EC2Instance only in the purchase region (Compute global), mirroring spLayerState/appendRegionScopedSPs. It is unexported upstream, so it is duplicated here and pinned by TestLadderVisiblePredicateMatchesUpstream (network-free table with upstream file:line).
  • Visibility never reverts: completed is terminal and the reconciler only moves fired -> completed.

Notes: the equivalence is now a network-free table copied from upstream with file:line (no symbol is exported; follow-up LeanerCloud/cloud-commitments-go#355). The EC2Instance region check uses the recommendation region where E uses the config region (unreachable while only compute-sp is allowed). ladder_tranches.execution_id is not UNIQUE, so the executor must keep tranches and executions 1:1. The package TestMain routes proxy-aware clients (Go default transport, AWS SDK) into a local recording proxy and fails the run if any non-loopback connection is attempted (verified with a temporary Cost Explorer probe, not committed). Direct dials are not covered. internal/api tests reach the real CE endpoint and probe IMDS (predates this PR): #855. cloud-commitments-go#355 tracks pin-bump drift of the predicate.

Tests (fake provider): zero calls when nothing fired, calls outside tx, batching, error stays fired, non-matching state/type/region stays fired, stale counted, equivalence. Mutations (state-set drift, state check dropped, calls inside tx, fail-open on error) each fail a test.

Size: ~290 prod + ~230 test lines (over the 400 target due to tests).

Summary by CodeRabbit

  • New Features
    • Ladder purchase reconciliation now verifies that all selected Savings Plans are visible and eligible before marking a purchase complete.
    • Purchases remain unresolved when plans are missing, only partially visible, in an ineligible state, or cannot be verified because of an API error.

Add the production CommitmentVisibility adapter and the reconcile entry
function (RunLadderReconcile). Per-ID DescribeSavingsPlans results are
fetched outside any transaction, batched per account and region, into a map;
CommitmentVisible is a pure lookup. No provider call is made when no tranche
is fired. A lookup or API error leaves the tranche fired.

The visible-state set (active, payment-pending) and the EC2Instance region
rule mirror the pinned AWSLadder ExistingUSDPerHour predicate; a test drives
the real GetLayerStates against a local endpoint and pins the equivalence.

Inert: nothing schedules RunLadderReconcile and the ladder flags stay off.

📝 Walkthrough

The purchase package now checks selected Savings Plans for visibility before reconciling fired ladder tranches. It batches plan lookups by account and region, applies state, type, and region checks, and records errors for reconciliation.

Changes: Ladder visibility reconciliation

Layer / File(s) Summary
Resolve expected plans and visibility criteria
internal/purchase/ladder_visibility.go
Adds a Savings Plans describer factory and resolves expected plans from completed executions and selected recommendations. Visibility requires an accepted plan state and matching plan type; EC2 Instance plans must also match the expected region.
Fetch grouped Savings Plans
internal/purchase/ladder_visibility.go
Groups plans by account and region, deduplicates plan IDs, and fetches them in batches of 100 with pagination. Factory and API errors are recorded for affected executions.
Wire prefetching into reconciliation
internal/purchase/ladder_visibility.go, internal/purchase/ladder_visibility_test.go, internal/purchase/main_nonet_test.go
Adds RunLadderReconcile, which skips prefetching when no tranches are fired and otherwise prefetches before reconciliation. Tests cover visibility outcomes, batching, error handling, and test-network restrictions.

Gate verdict (Opus 5.5, claude-opus-5-5): CHANGES REQUESTED at f2549ca

The production code is correct as far as I can test it. One test reaches real AWS, and that blocks the merge.

Blocking

  1. internal/purchase/ladder_visibility_test.go:177-216 (TestLadderVisibleStatesMatchGetLayerStates) calls the real AWS Cost Explorer endpoint. AWS_ENDPOINT_URL does not redirect the CE client, because the pinned module hardcodes it (providers/aws/recommendations/client.go:79-80: ceConfig.BaseEndpoint = "https://ce.us-east-1.amazonaws.com"). Repro: I ran the test with HTTPS_PROXY pointed at a local logging listener and it recorded 18 CONNECT ce.us-east-1.amazonaws.com:443 attempts. Each run takes about 16s because of the SDK retries. The test passes only because GetLayerStates turns the CE failures into nil coverage. The CI Unit Tests job has no proxy, so on every run it sends signed requests (fake key AKIDEXAMPLE) to real AWS. Suggested fixes, either one works:
    • (a) Export the state set or the predicate from cloud-commitments-go providers/aws/ladder, bump the pin, and reference it here. That also removes the duplicated ladderVisibleSPStates.
    • (b) Keep the test hermetic: set HTTPS_PROXY=http://127.0.0.1:1 with loopback excluded in TestMain, before any HTTP client resolves its proxy. http.ProxyFromEnvironment caches the value, so t.Setenv inside the test is too late. Then assert that no non-loopback dial happened.

Verified (evidence)

  • Predicate equals E. E is built in pinned providers/aws/ladder/adapters.go:39-42, where spListerStates = active + payment-pending (queued is excluded). :123-133 skips EC2Instance plans outside the region. layer_states.go:244-251 filters on plan type and sums HourlyCommitmentUSD. This PR's check at ladder_visibility.go:26-29,103-107 matches it: the same states (also sent as the States filter at :243), the same plan type for the layer, and EC2Instance plans only in the region. Queued, pending-return, retired, wrong type, other-region EC2Instance and an absent ID all keep the tranche fired.
  • Fail-closed. An API error, a factory or credential error, a lookup error, an unknown execution, a selected rec without a PurchaseID, or an over-long chain each leaves the tranche fired. "Visible" requires every commitment ID in the execution to be present and counted.
  • No provider call inside the tx. CommitmentVisible only looks up the map. Prefetch is sequential and runs once per (account, region). It uses the existing resolveAccountProvider, so there is no ambient fallback (a nil provider is an error). RunLadderReconcile makes zero calls when nothing is fired.
  • Not wired anywhere. RunLadderReconcile, PrefetchLadderVisibility and LadderSPDescriber are referenced only from their own file. No flags changed.
  • Local, at exact head (git archive, go1.26.9, GOWORK=off, outbound blocked): go build ./... ok, go vet ok, go test ./internal/purchase ./internal/config ok.
  • Real-PG17 integration (throwaway local cluster, not docker): the existing TestReconcileLadderTranches_* tests pass. I also ran a throwaway end-to-end test on real rows: a failed head with proof, retried into a completed tail with JSONB recs. RunLadderReconcile completes the tranche from the tail's commitment ID; the factory is called with the tail's account and IDs [sp-tail]. When only the stale head ID is visible, the tranche stays fired. With nothing fired there are 0 factory calls.
  • git-secrets with --register-aws, BSD and GNU grep: clean.
  • Mutations (14, one run): these were killed: state drift (adding queued), state check dropped, provider calls moved into the tx, fail-open on error, account dropped from the batch key, exec account ignored, a missing ID counted as visible, the EC2 region check dropped, and the plan-type check dropped.

Non-blocking follow-ups (survivors and notes)

  • Survivors: partial visibility (one of N IDs visible is treated as visible) has no multi-commitment test, so a regression there would reopen the over-buy window. The account passed to the factory is not asserted in the unit tests (the real-PG run above does cover it). Three more are fail-closed equivalents: head instead of tail, pagination ignored, and the empty early-return.
  • The EC2Instance region check compares against the rec region, while E compares against the ladder config region. These are only equal if the executor buys in the ladder region. It is not reachable today because A2 allows compute-sp only.
  • The map is keyed by execution ID alone, and ladder_tranches.execution_id is not UNIQUE (migration 000081). Two tranches of different layers sharing one execution would both get the last tranche's verdict. The executor should guarantee 1:1.

CI was green and CLEAN at this SHA. Not merged.

Make the parity test depend on the pinned AWSLadder implementation.

TestLadderVisiblePredicateMatchesUpstream calls only the local spCountsAsExisting and compares only local copied values. It cannot detect a change in the pinned AWSLadder states or region/type rules. Keep the test offline, but bind it to an exported upstream predicate/state set or a hermetic AWSLadder invocation. Otherwise, parity drift can complete a tranche that ladder netting cannot see and cause a later over-buy.

Gate re-review (Opus 5.5, claude-opus-5-5): CHANGES REQUESTED at 5b65c31

The original blocker is fixed. One open actionable finding remains on the new guard.

Blocking (same as CodeRabbit's open thread, reproduced)

  1. internal/purchase/main_nonet_test.go:11-12,22-28: the network guard does not cover AWS SDK clients, so the comment that it "fails any HTTP request that leaves the machine" is not true. loopbackOnly wraps http.DefaultTransport, but SDK v2 builds its own transport. AWS_ENDPOINT_URL also cannot redirect the CE client, whose endpoint is hardcoded in the pinned providers/aws/recommendations/client.go:79-80. Repro at this head: I added a throwaway test in this package that calls recommendations.NewClient(&cfg).GetRIUtilization. A logging proxy recorded 3 CONNECT ce.us-east-1.amazonaws.com:443 attempts, and the test passed, so the guard stayed silent.
    • Fix verified locally: setting HTTPS_PROXY/HTTP_PROXY (plus NO_PROXY=127.0.0.1,localhost) in TestMain before m.Run(), as CodeRabbit suggests, routes that same SDK call into the proxy. I pointed it at my logging listener and it captured all 3 CONNECTs; with a dead port the call cannot leave the machine.
    • Fix the comment so it claims only what the guard does. If you want the guard to "fail loudly", make an unexpected dial fail the run as well.

Verified at this head

  • The diff since f2549ca is test-only. It touches ladder_visibility_test.go and adds main_nonet_test.go; ladder_visibility.go is byte-identical.
  • No test in internal/purchase touches the network. I ran the unit suite and the real-PG integration with a logging proxy: 0 CONNECTs. (internal/api tests still make 3 CE CONNECTs plus IMDS probes. That predates this PR and is outside its scope; it needs a follow-up.)
  • The predicate table matches upstream. It pins the state set and cites file:line: adapters.go:39-42, :123-133, layer_states.go:244-251, all correct at the pin. It no longer runs upstream code, so a pin bump that changes spListerStates would not fail here; that is tracked in go#355 (non-blocking).
  • Mutations (9, changed coverage): all killed. That covers state drift (adding queued, dropping payment-pending), the state, plan-type and EC2-region checks dropped, the wrong account passed to the factory, partial visibility treated as visible, fail-open on error, and a missing ID counted as visible. The partial-visibility and factory-account survivors from the first review are now closed.
  • Local run (git archive at the exact head, go1.26.9): build, vet and go test -race ./internal/purchase pass; internal/config and internal/api pass.
  • Real PG17 (throwaway cluster, not docker): the TestReconcileLadderTranches_* tests pass, and so does my e2e on real rows. A completed tail's ID completes the tranche, with in-flight going 5 to 0 and the factory called with the tail's account. A visible stale head ID keeps the tranche fired, and so does nothing being visible; in-flight stays 5. With nothing fired there are 0 calls.
  • git-secrets with --register-aws, BSD and GNU grep: clean. CI was green and CLEAN at this SHA. The PR body notes are updated.

Not merged. Once the guard fix lands this should merge: the production code needs no changes.

Gate re-review (Opus 5.5, claude-opus-5-5): APPROVED at 92424a2

  • The diff since 5b65c31 touches only internal/purchase/main_nonet_test.go. ladder_visibility.go is byte-identical to f2549ca.
  • The guard now catches SDK egress and fails the run. I ran two throwaway probes in this package at the exact head. A Cost Explorer SDK call to the hardcoded ce.us-east-1.amazonaws.com endpoint failed the run with FAIL: purchase tests attempted 3 outbound network connection(s), and so did a Savings Plans SDK call to a non-AWS host. The local listener took the connections, so nothing left the machine.
  • Guard mutants. Dropping code = 1, dropping the counter, or dropping HTTPS_PROXY each turns that probe run green. The guard has no self-test; that is non-blocking because the file is test harness only.
  • The comment is accurate. It covers proxy-aware clients (Go default transport, AWS SDK v2), notes that loopback bypasses the proxy, and names what is not covered (raw dials, gRPC, transports with no proxy).
  • Local run (git archive at the exact head, go1.26.9): build and vet are clean, and go test -race ./internal/purchase passes with 0 attempts, so the guard did not trip. On a throwaway PG17 cluster (not docker), the TestReconcileLadderTranches_* tests pass under the guard, and so does the real-row e2e: the tail ID completes the tranche, the factory gets the tail's account, and a stale head ID keeps the tranche fired.
  • git-secrets with --register-aws, BSD and GNU grep: clean. The follow-up for the internal/api CE/IMDS egress is internal/api tests call real AWS Cost Explorer and probe IMDS #855. The upstream export of the predicate is go#355.
  • CI is green and the PR is CLEAN at this SHA. No unresolved review threads.

Merging at this exact head with --match-head-commit.
