Tests under internal/api reach the real Cost Explorer endpoint (ce.us-east-1.amazonaws.com) and probe IMDS. Found while reviewing platform PR #852, which adds a recording-proxy guard to internal/purchase tests (TestMain). The same guard (or stubbed clients) is needed in internal/api. Predates #852.
