🗄️ Data Integrity & Integration | 🟡 Minor | ⚡ Quick win

Validate each tranche's ConfigID and RunID against the locked config and the run.

The code checks run.ConfigID against configID but does not check the tranches. insertLadderTranchesTx writes tr.ConfigID exactly as the builder sets it. A builder bug can therefore insert tranches for a different config while only this config's ladder lock is held. That other config's planner and claim paths are then not serialized against this write, which bypasses the netting guarantee this PR adds. Reject any tranche whose ConfigID is nil or differs from configID. Also reject any tranche whose non-nil RunID differs from the run ID.

In the ladder-lock flow, validate every tranche before calling
insertLadderRunWithTranchesTx: reject a nil or mismatched ConfigID against
configID, and reject a non-nil RunID that differs from run.ID. Keep the existing
run-level ConfigID check and insertion flow intact.
