The coverage runner intermittently exhausted the 0.15s shared planner deadline before deterministic local route generation finished, so the unconsented call fell back to the single-route identity plan. Raise the fixture timeout to 0.5s and widen the elapsed and remote-timeout bounds; the blocked remote client still proves the deadline is enforced.
