Moves the zarr-java project charter from the zarr-developers/governance repository into this repository, so that the charter lives alongside the code it governs. Links that were relative to the governance repository are rewritten to absolute URLs. README.md gains a short section pointing at the charter. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>
Instead of an approval/objection process with a 28-day window, the Steering Council reserves the right to revoke Affiliated Project status if amendments make the charter inconsistent with Zarr Project Governance. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>
