- Bump php-cs-fixer, phpunit, rector and psalm
- Move roave/infection-static-analysis-plugin to tools/infection via bamarni/composer-bin-plugin
- Store PHP CS Fixer and PHPUnit caches in runtime/
- Fix concurrency groups and rector-cs job permissions in workflows
- Replace composer-require-checker target in Makefile with composer-dependency-analyser
