The utility tier now shares the shape the run-based tools use: a utility driven by scripts and packages is invoked far too often for a directory per run, so the day directory is its session.

Entries go to logs\<yyyy-MM-dd>\<tool>.log with events.jsonl beside it, one JSON object per line tagged with the tool, the process and the invocation, so several tools writing into one root stay separable. The path is re-resolved on every entry, so a process still running at midnight rolls onto the new day directory rather than the one it started in, and retention removes day directories past 30 days the first time a process writes.

The event stream is written by hand rather than through a serializer, so this file keeps its no-dependency promise.
