Closes #68. Adds the existing frontend documentation navigation suite to frontend-editor-ci.yml after frontend dependencies are installed and before the existing frontend build. The editor steps and frontend build remain unchanged. Validation passed: npm run test:docs (4 tests), npm run test:seo (5 tests), npm run build on Node 24.
