fix(tools): complete generic shared runtime source selection

Summary

Finishes the work started in #691 on top of the current master.

• Include the generic shared suite in runtime_sources() while preserving the existing metadata filters and deterministic suite order.
• Preserve the original focused regression coverage from fix(tools): include the generic shared suite in runtime source selection #691.
• Exclude the current shared/test1.wave through shared/test10.wave from WebAssembly runtime selection because all ten use println and require env.printf, which the current WebAssembly hosts do not provide.
• Add WebAssembly regression coverage proving target exclusions still allow architecture- and target-specific runtime cases.

The original implementation and test approach came from @dyk1454683243-sudo in #691; this PR rebases that work conceptually onto current master and addresses the WebAssembly regression found during review.

Closes #690.
