• Make native verification protocol tests deterministic on Windows by isolating unrelated ACL executable startup from their five-second budget.
• Keep fresh profile creation, environment filtering, candidate snapshots, real Git operations, assertions and the existing timeout unchanged.
• Preserve separate native Windows permission/security coverage and package acceptance tests; all passed on the first attempt for test: isolate native verification protocol from Windows ACL startup #676.

Additional Context

Publish the frozen develop snapshot containing #675 / #676, merged as e69ff6a. The maintainer explicitly authorized publication of 3.10.2 only after all applicable checks pass and no findings remain. #676 passed CI, Linux/macOS/Windows package smoke, and full current-head review with zero findings. Windows passed on attempt 1; the two affected cases completed in 1426 ms and 1668 ms without increasing their 5000 ms timeout.

Use the installed Action-managed release lifecycle. Review the exact prepared production promotion and development reconciliation revisions before normal protected merges. Verify immutable v3.10.2, npm @vypdev/copilot@3.10.2 identity/gitHead, v3 Action reference and completed durable operation against the accepted production SHA. Then audit existing vypdev consumers for current Copilot references, workflow/configuration compatibility and current checks. The four repositories previously excluded from Copilot installation remain excluded.
