Summary

Another attempt at a 3 year old #43629! This time with correct -devel and shlib changes. Some notes:

• Tests are disabled because they require a git lfs pull prior to building.
• For optional dependencies, I've enabled those that can satisfy minimum version requirements.
• Optional deps that could not be used and need a version bump in void:
  • assimp>=5.4, we have 5.2.5, support for 3MF, FBX, AMF formats
  • ffmpeg>=7.1, we have 6.1.6, support for video export with --output-video (see ffmpeg: update to ffmpeg-9.0.2 [skip ci] [ci skip] [no ci] #62550)
• Optional deps that do not have a supporting package in the repo:
  • VDB support, we have openvd but VTK is not built with the IOOpenVDB module
  • PDAL support, not packaged and VTK needs the IOPDAL module
  • USD support, OpenUSD is not packaged
  • WEBIFC support, web-ifc is not packaged
  • RAYTRACING support, OSPRay is not packaged and VTK needs the RenderingRayTracing module
