The d-spy-devel package removal and update should be one commit. Also, you should have a replaces= in the d-spy package.

The d-spy-devel package depends on files that will no longer be provided by d-spy. (thus you will have issues if you still have d-spy-devel installed due to it providing the .pc and headers with a broken link to the library)
