  • Using MSVC Rust with GNU make is not a common setup. Test MinGW(UCRT) instead (which is actually used at MSYS2).
  • Actual consumer of Windows make is MSYS2 only and they use system OpenSSL only. So enable it at here like Cygwin CI.
