Updates the trueforge chart’s bundled Bitnami subchart pins: postgresql 16.7.27 → 18.11.1 and redis 24.0.0 → 28.1.0 in Chart.yaml, with a refreshed Chart.lock digest and generation timestamp.

There are no accompanying values.yaml changes in this PR—only the dependency versions and lockfile. Deployments that keep postgresql.enabled / redis.enabled will pull the newer upstream chart behavior on the next helm dependency build / install upgrade.
