What's in this PR?
Fixes QA's follow-up case where My Submissions still showed Ai Failed Review after the submission earned 100 in manual review. For AI_FAILED_REVIEW submissions, the latest final manual review's explicit pass/fail result now determines the current status: Completed for a pass, or Failed Review for a failure.
Submissions without a final manual outcome retain the AI failure. Other explicit submission statuses remain authoritative, and expanded AI workflow details retain the original AI result. Includes regression coverage and updated Opportunities documentation.

QA verification
Recheck the reported submission in My Submissions: its passing final manual review should show Completed alongside the score of 100. Expanding its AI details should still show the earlier failed AI result.
