schema(catalog): add low_obs boolean column - #66

A low-N review flag: true when the primary table has <100 observations (spots/cells/bins), null when n_obs is unknown. The cut computes it from n_obs; no per-dataset stored field, no re-version of live artifacts.

Adds a nullable boolean
low_obsto the catalog schema — a low-N review flag, true when the primary table has <100 observations (spots/cells/bins), null when n_obs is unknown. The engine cut computes it from n_obs (paired engine PR); it is not a per-dataset stored field and requires no re-version of live artifacts. Reach in catalog-2026-11-01: 41 rows (37 SpatialTranscriptomics, 3 MIBI, 1 Merscope) + METABRIC's ~31 once it's live. Test: test_low_obs_column_present_and_typed. 42 schema tests pass.
