Upgrade GitHub Actions to Node 24 versions - #413

GitHub runners deprecate the Node 20 runtime for JavaScript actions. - actions/checkout v4 -> v7, docker/login-action, setup-buildx-action and setup-qemu-action v3 -> v4, actions/upload-artifact v3 -> v7 - Remove docker-practice/actions-setup-docker: it was used to get Docker on the arm64 runners, but ubuntu-24.04-arm runners now ship Docker and Buildx (see actions/partner-runner-images). It has no Node 24 version.

GitHub runners deprecate the Node 20 runtime for JavaScript actions (changelog), which triggers deprecation warnings in every job.
