Ruby 4.0 removed ostruct, logger, and irb from default gems. Older pinned versions of rake, concurrent-ruby, and tldr relied on those being available by default instead of declaring them as dependencies, breaking CI on Ruby 4.0. Bumping standard also pulls in a compatible rubocop.
