feat(github.release-please): add the major, minor, patch, and sha outputs

👋 Background

github.release-please (#40) forwards only release_created, tag_name, and version of the root component. Callers that publish artifacts after a release, such as moving vX and vX.Y tags or checking out the released commit, also need the version components and the tagged commit.

What changed

• github.release-please: forward the major, minor, patch, and sha outputs of the root component from googleapis/release-please-action@v5.

Notes

• release-please-action sets these outputs from the fields of each created release (outputReleases in src/index.ts), so they are set only when a root release is created and are empty otherwise, like the existing outputs.
• Checked locally: yamllint and check-jsonschema --builtin-schema vendor.github-actions pass.
