Adds a stable pursuit identity and tamper-evident third-person observer plane on the existing recursive Runtime hook stream. Includes verified projections of run/node topology and terminal facts plus a one-call
supervisePursuit()adapter over canonicalsupervise(). No second executor or coordinator is introduced. Tests cover durability, tamper detection, run-scoped node identity, and projection behavior.
