Add Ace context pricing and pinned image routing

Summary

• add exact context-tier prices and user-selectable context caps, plus Standard, Fast, and supported reasoning-effort variants
• keep google/gemini-3-pro-image out of every chat-model picker and pin image generation to that model
• resolve image credentials in order from saved Gemini/OpenRouter credentials to the independent workspace-managed image fallback, even when chat uses BYOK
• route Fast mode through OpenRouter throughput selection and preserve exact tier billing
• regenerate the JavaScript SDK for the updated context contract

Verification

• 113 focused CLI billing, provider, catalog, image, credential, and sync tests passed
• 38 workspace UI and generated-SDK contract tests passed
• root typecheck: 7/7 tasks passed
• workspace production build passed
• cross-platform CLI build passed
• 21st UI review: 0 findings
• exhaustive CLI suite: 3260 passed, 22 skipped; one process-isolation flake passed on isolated rerun, while one unrelated macOS updater test remains at its hardcoded 15-second timeout
