Align OpenScience with unified workspaces

Summary

• persist the browser-approved workspace for both Personal and shared workspaces
• treat osk_ credentials as immutable workspace keys and keep legacy thk_ credentials valid by mapping them to Personal
• accept both legacy organization_byok and new workspace_byok credential sync sources while preventing shared secrets from reaching a flexible or unscoped session
• remove paid-seat assumptions from funding eligibility and expose Personal with the same workspace metadata as every other workspace
• keep usage reporting and managed requests pinned to the selected workspace Wallet
• update account and Settings copy for neutral workspace switching

Verification

• workspace/auth/account suite: 41 passed
• repository typecheck, format check, and production build passed
• exhaustive CLI run: 3,072 passed, 23 skipped; 9 unrelated process/listener timeout tests failed under the local full-run load and are unchanged by this PR
• Vercel preview deployment passed
