Bump the version from 2.0.2 to 2.1.0 (tools/bump_version.py --major) and add the 2.1.0 changelog entry covering the 34 PRs merged since v2.0.2. This is a minor bump with breaking changes, listed under "Upgrading from 2.0.2": torch>=2.10 and other dependency floors, removal of the EHRGeneration base class, None for missing Event timestamps, one-time cache rebuilds, and new seeded shuffle orders.
