Overview
Refactors agent and contributor guidance so AGENTS.md is the hub for constraints, conventions, and skill links, with clearer completion boundaries (e.g. doc-only work need not run full E2E).

Shortens top-level skill files (build-run, e2e, release, sync-fcc-ip-docs, translate-docs-zh-en) by moving long procedural detail into new references/ docs—E2E authoring/troubleshooting, release notes vs publishing, and expanded translation-memory rules—while keeping behavioral rules (cumulative release notes, donation cleanup, FCC check vs sync, loopback run defaults).

Tightens operational wording across skills: pointer-based config/URL docs instead of inlined tables, explicit authorization for publish/GitHub reactions, isolated release worktrees, and stricter verification expectations without duplicating full command catalogs in every skill.
