h2 accepts and queues empty DATA frames without limit below 0.4.16, so a
stream that is not drained grows without bound. The advisory is low
severity and the fix is a lockfile bump.
rustsec/audit-check compiles cargo-audit inside the checkout, so
rust-toolchain.toml decides which compiler builds it, and cargo-audit's
dependencies require a newer one than this repository pins. The audit reads
Cargo.lock rather than building this crate, so nothing here needs the pin.
