Filebrowser: Admin Panel

Add an admin page to manage user permissions. Also, a user should only be able to see the buckets they have read access to.

Both features described here require access to the permissions of a bucket which are provided by the OPA.

Feedback from the Stackable team is to solve the issue of permission management inside the frontend centrally instead of creating a permission management page specific to the S3 File Browser.
