Part of #4702 (slice 2, after #5384). Docs-only: no code, no proof loosened, no golden/ledger move.
Design decision. An ASSUMED or "match GnuCOBOL" register entry quotes IBM's text from the 6.4 Language Reference / Programming Guide and either matches it or declares the oracle-vs-IBM difference; what IBM does not tabulate stays ASSUMED and says so.
Class (register entry whose IBM side is ASSUMED, no quote, no declared difference), data/files side:
ll(counts its own 4 bytes) /bbquoted; header-less length a declared bytes-at-rest difference; BDW/SDF stay ASSUMEDX25 already quotes IBM (#5384-era), unchanged.
