- Delete internal/format and internal/normalize packages
- Remove parser/format.go (Format function)
- Remove format testing from parser_test.go
- Remove -format flag from cmd/next-test
- Remove todo_format from all test metadata.json files
- Update CLAUDE.md to remove format documentation
