PackedSplatsandExtSplatsstore spherical harmonics in separateextrabuffers, while the public CPU-side packing/unpacking APIs only work with the core splat attributes and not SH.This PR includes decoded
sphericalHarmonicsin the result ofunpackSplat,getSplat,setSplat.Also fixes a bug with SH2 RGB indexing in
encodeExtSh12Rgb.
