Ports the v4.7.1 and v4.6.3 release notes into main's CHANGELOG.md, matching how earlier patch releases (4.3.x, 4.2.x) appear there. These sections cover the security fixes released today, which otherwise never reach main's changelog: the release tooling only prepends sections on the branch it releases from, and the advisory merges have no labeled PRs for the notes generator to pick up.
