CLF - Add guide for cancelling subscriptions and withdrawing funds

Summary

• New guide — Chainlink Functions: Cancel a Subscription and Withdraw Funds, documenting the single-call cancelSubscription(uint64,address) on the FunctionsRouter (cancel + withdraw combined in one transaction, unlike CLA's two-step cancel/withdraw flow). Cross-linked from resources/subscriptions.mdx and the CLF→CRE migration guides (Go/TS), with matching llms-full updates.

Interactive ID lookup tools, replacing the spreadsheet-only lookup step in both cancel guides:

• CLF: SubscriptionLookup on the new cancel-subscription guide — 676 subscriptions bundled as JSON (small enough for the client bundle).
• CLA: UpkeepLookup on the existing (already-merged) cancel-upkeep guide — 9,077 upkeeps served as a static JSON asset and fetched lazily on first search, with copy-to-clipboard for the long upkeep IDs and registry addresses.
• Both tools search the same data already published in the public lookup spreadsheets linked from each guide.
• Shutdown banners cleaned up: removed the stale "Temporary Service Interruptions" schedule from the shared CLA/CLF shutdown-callout.mdx components and the CRE migration guides.
