Widen feed ids to 32 opaque bytes and fix decimals at 18

Summary

• Delivers the 32-byte opaque id and fixed 18-decimal change to halb_au.

Context

PR #182 merged into halb_au before #183 landed on the bulk-read branch, so halb_au is missing the id and decimals migration. This PR carries exactly that remaining delta; the content is identical to what #183 reviewed.

Testing

• Full contract suite passes on this branch: 190 cache, 31 proxy, 9 common.
